Early Intervention (EI) Certification

The Early Intervention Certificate is designed to help show foundational evidence of competencies as they relate to the Division for Early Childhood’s Council of Exceptional Children’s Early Intervention/Early Childhood Special Education Standards (DEC EI/ECSE Standards). Vermont strives to have a continuous system of personnel development. The EI Certification ensures that providers are up-to-date with professional development and engaged in reflective supervision, thereby offering high-quality support for children and families. The EI Certification is also required in order to bill Medicaid for services.

Below, you can apply for your Children’s Integrated Services Early Intervention (CIS-EI) Certification. 

Online Applications for Early Intervention Certification

Provisional Certification

The Provisional EI Certification is for new CIS-EI hires who meet the requirements to bill for Medicaid. 

Here are the steps to take for this application process:

1. Complete the "CIS: Early Intervention" module on the Vermont Agency of Human Services’ Learning Management System, LINC. Your region’s CIS Coordinator can provide you with a username and password.
2. Complete the EI Certification Quiz with a score of 80% or higher.
3. Complete your CIS EI Certification Provisional Application online application.
4. Once the EI Certification Committee receives your application, they will review this information and will reach out to your supervisor to ensure you are in good standing on your team.

Initial Full Early Intervention Certification

Early Interventionists must apply for the Initial Full EI Certification after 3 years of holding a Provisional EI Certification.

Here are the steps to take for this application process:

1. Complete your CIS EI Certification Initial Full Application, which will include the requirements in the following steps.
2. Submit evidence of 10 hours of professional development annually (for a total of 30 hours), connected to the DEC EI/ECSE Professional Standards. If you do not have a training certificate, you may use the Professional Development Alternative Documentation Form.
3. Submit your CIS-EI Individual Professional Development Plan (IPDP) using this template.
4. Submit your completed and signed Supervisor’s Review of Work Evidence.
5. Submit the following work evidence for review by the EI Certification Committee:
   • Formal assessment report using a state approved tool (such as the IDA, HELP or AEPS),
   • A complete One Plan,
   • Transition Plan, and
   • Progress/Case Notes.

Once the EI Certification Committee receives your application, they will review this information.

Renewal Early Intervention Certification

After 5 years of holding an EI Initial Full Certification, you may apply for your Renewal EI Certification. Additionally, EI Providers who hold their Renewal EI Certification, participate in a new Renewal every 5 years.

Here are the steps to take for this application process:

1. Complete your CIS EI Certification Renewal Application which will the requirements in the following steps. 
2. Submit evidence of 10 hours of professional development annually (for a total of 50 hours), connected to the DEC EI/ECSE Professional Standards. If you do not have a training certificate, you may use the Professional Development Alternative Documentation Form. 
3. Submit your CIS-EI Individual Professional Development Plan (IPDP) using this template.
4. Submit your completed and signed Supervisor’s Review of Work Evidence.

Once the EI Certification Committee receives your application, they will review this information.
