Office of Economic Opportunity (OEO)

OEO works in partnership with the private sector, community-based organizations, and others to increase the self-sufficiency of Vermonters, strengthen Vermont communities, and eliminate the causes and symptoms of poverty.

Community Services

OEO administers the federal Community Services Block Grant through five Community Action Agencies that provide direct community services to more than 70,000 low-income Vermonters.


Emergency Homeless Shelters

Through its Emergency Solutions Grants (ESG), OEO supports emergency homeless shelters across the state, homelessness prevention programs, and re-housing assistance.


Weatherization Assistance

OEO administers the Weatherization Assistance Program through five Weatherization Offices who help lower-income residents improve the energy efficiency of their homes.
