Child Care Financial Assistance Program Payments Update

As anticipated, the initial module of the Child Development Division's New IT System, CDDIS, launched on Sunday, July 3rd. This is the first step in a series of necessary upgrades to our IT systems, with additional functionality coming on-line in the coming weeks and months. The launch of CDDIS allowed the Child Development Division to expand who was eligible for Child Care Financial Assistance to 350% of the Federal Poverty Level (FPL), increase the payments to the 75th percentile, and simplify a family's copayment, now known as the "Family Share." 

On Thursday, July 21st, the first payroll will run out of CDDIS. We are aware that, as of yet, not every child has a certificate in the new system for attendance entry. Entering the needed information to generate certificates into CDDIS is an ongoing effort being done with the assistance of the Community Child Care Support Agencies (CCCSA's). Without a certificate, a child's record may not have been available for a child care provider to enter their attendance information.  

To stabilize our provider system, providers whose complete attendance roster was not in CDDIS by 4 pm on July 17th will be paid at least what they received for the last full-service period run out of the previous payment system - BFIS (payment received on Monday, July 11th). The Department for Children and Families, Child Development Division may audit these payments and reconcile overpayments in the future and will audit the payments to reconcile underpayments.

We are working closely with the CCCSA's to have the backlog cleared up within two weeks. However, please remember that we are still undertaking the migration, so processing the applications takes longer than normal. Consequently, your payments may arrive later than you would normally expect, and we will make every effort to work on an individual basis with families and providers as needed to mitigate the adverse impacts of this delay.
