Changes Coming to CCFAP on April 7

The Child Development Division continues work to implement Act 76, the child care and early childhood education law that passed in June 2023. CDD’s Act 76 webpage includes an updated Act 76 Status and Summary report and links to related memos, reports, and committees.

Upcoming CCFAP Changes

Three changes to the Child Care Financial Assistance Program (CCFAP) will go into effect on Sunday, April 7, the first day of the first CCFAP service period in April. These changes aim to make child care more affordable for more families and to support child care programs to increase quality and sustainability. 

  1. The highest level for CCFAP income eligibility will be 400% of the Federal Poverty Level (FPL), an increase from 350% FPL now. 
  2. The income guidelines for CCFAP eligibility will be updated to reflect the 2024 Federal Poverty Level (FPL) recently released by the federal government. 
  3. Families below 175% FPL will no longer have a Weekly Family Share. This means that families that currently have a $25 Weekly Family Share will no longer have any Weekly Family Share.    

The bulk of new certificates for providers will be generated and available in CDDIS after March 24, 2024.  

CDDIS Access

In order for a smooth transition, CDDIS will be down starting at 4 p.m. on Friday, March 22 through the weekend. During that time, CDD will run a “mass redetermination process” for all current CCFAP recipients who have a family share to determine if they will be eligible at a lower family share.  

Following the redetermination, new certificates for providers and Statements of Eligibility for families will be available. Providers will be able to view new certificates in their provider portal. Families will receive an email that their new Statement of Eligibility can be viewed in their parent portal. The CDDIS Help Desk is available for help with parent or provider portals. Attendance Submission

Between March 22 at 4 p.m. and March 24, please do not enter attendance for any service period. Any attendance entered while CDDIS is offline will be rejected and will need to be re-entered after March 24. Attendance for the service period March 10 through March 23 is due Wednesday, March 27 at noon.
