New Child Care Licensing Supervisor

The Child Development Division (CDD) in the Department for Children and Families (DCF) is pleased to announce that Jonathan Boyd will be joining our Division as a Licensing Supervisor based at the Waterbury State Office Complex overseeing Licensing Technicians.  Jonathan comes to the CDD from Capstone Community Action Head Start in central Vermont where he has worked just over 19 years. He has served as a home visitor, a team manager in Washington and Lamoille Counties and, for the past 8 years, as a systems manager overseeing eligibility, recruitment, enrollment and attendance of children, as well as data reliability, in a three county service area.

Jonathan has a Bachelor of Science degree in Human Services and Counseling from Lyndon State College and is certified as a Playground Safety Inspector by the National Playground Safety Institute of the National Recreation and Parks Association. He followed a passion for the care and wellbeing of children into the various roles he has held in Head Start and we believe that this, as well as his experience in the field, in supervision and in program and data management will be great assets in his new role here in CDD. We’re looking forward to welcoming Jonathan to CDD on Monday, May 22.

Jonathan grew up in East Montpelier. He currently lives in Berlin with his wife and three children (ages 10, 12 and 15). They enjoy camping during the summer and are active in after school sports. Jonathan plays baseball for the Montpelier Monties in the Vermont Senior Baseball League.

Jonathan will be taking over this position from Shanna Smith who has ably led the Licensing Technicians through busy months of change as we returned to Waterbury and began working with providers to implement new regulations and processes.  Shanna will be staying with CDD, following a desire to be closer to the field. She will be taking on a caseload in northern Vermont as a Licensing Field Specialist. Shanna is filling the Licensing Field Specialist position recently vacated by Donna Lopiccolo who has been promoted to Licensing Supervisor.

Christel Michaud, Director of Child Care Licensing, is happy to have a full team of well qualified and enthusiastic staff in place to continue to strengthen a network of positive relationships with providers and community partners as we work together to implement new child care regulations and ensure that children are safe, healthy, and thriving in early care and learning and afterschool programs in our state.
