STARS Rules Public Hearing Schedule Update—Virtual Only on March 14

The Child Development Division’s (CDD) STep Ahead Recognition System (STARS) Rules Public Hearings scheduled for today, March 14, 2023, at the Community College of Vermont in White River Junction will now be held online only due to weather concerns. Public hearing sessions scheduled for 1pm and 6:30pm will be available via webinar.

CDD is launching a revised model for STARS, Vermont’s Quality Recognition and Improvement System (QRIS) for early childhood and afterschool programs. Included in the revision are changes to the rules that govern STARS administration as well as changes designed to increase equity and positive child outcomes across programs. CDD is promulgating these changes to comply with state and federal laws.

The public hearings are specifically set to present and accept comments related to the proposed rule changes. Details about STARS implementation and design, including quality standards, incentive rates, and required training and documentation, are not part of these administrative rules.
