Changes to the Child Care Financial Assistance Program Rates and Income Guidelines

The Vermont Legislature approved changes to the Child Care Financial Assistance Program rates and the income guidelines. Those changes include:

  • Adjust the income guidelines to align with the 2020 Federal Poverty Levels (FPL)
  • Align the preschool and school Child Care Financial Assistance Program rates with the 2015 Vermont Market Rate Survey
  • Maintain the rates of reimbursement for infants and toddlers aligned with the 2017 Vermont Market Rate Survey.

Parents will not be required to take additional steps to have the new guidelines effect their eligibility. Their eligibility will automatically be determined using the new income guidelines. If a family’s information has changed since the last time they applied, please have them call their eligibility specialist. For a list of eligibility agencies and contact information visit our website at http://dcf.vermont.gov/partners/cccsa. Parents will need to contact their eligibility specialist if they would like a copy of their new certificate.
 
Programs will receive copies of each child’s certificate in their Bright Futures Information System (BFIS) documents by October 25, 2020.
 
BFIS

Bright Futures Information System (BFIS) will be unavailable the evening of Friday, October 23rd through the morning of October 24th so ensure the changes to income eligibility and rates go into effect.

Payment Timelines

Due to the federal holiday of Veteran's Day on November 11th, attendance for the Child Care Financial Assistance Program through November 7th, must be entered by 10 AM by November 10th to be process for payment on the regular schedule. Additional Notes

Please remember the Child Care Financial Assistance Program is only able to pay the state rate or the program's rate, whichever one is lower. Program's can update their rates in Bright Futures Information System at any time by completing a Provider Agreement Part 1: Financial Services and faxing it to the division at 802-241-0849. Updated rates go in effect the pay period following the date it was entered in Bright Futures Information System (BFIS).
