FSD Rules

FSD has several rules that help implement or interpret law or policy and have been adopted as required by the Vermont Administrative Procedures Act (Title 3 V.S.A. Chapter 25). They have the force of law unless amended, revised or a court determines otherwise.

Proposed Rules

Regulations Governing the Operation of Woodside Juvenile Rehabilitation Center
DCF is applying for psychiatric residential treatment facility (PRTF) certification for Woodside from the Centers for Medicare and Medicaid Services. This will allow DCF to draw down Medicaid funds to support Woodside operations. Woodside would be required to follow federal PRTF regulations. This state rule is needed to define which licensed practitioners may make orders for restraint and seclusion in the facility. The rule also prohibits the use of chemical restraints at Woodside — a practice that's allowed by the federal PRTF regulations but not used at Woodside. More information may be found here.
