Child Care Licensing Regulation Revision Project

Over the past two years the Division has engaged parents, providers, regulators and community members in a process of dialogue and consensus building to create regulations that are child centered, family friendly and fair to providers. This revision provides clarification and incorporates new information to update definitions, staff qualifications, effective program operation and changes in both program and regulatory practice.

The Child Development Division filed the proposed Center Based Child Care and Preschool Programs Regulations and the Proposed Family Child Care Home Regulations with the Legislative Committee on Administrative Rules (LCAR) Friday, March 11th, 2016.

Update 4/6/2016

CDD has received feedback (post-public comment) regarding the asbestos assessment requirement stated in the final proposed rule and we have conducted additional research which we believe supports amending this proposed rule.  The division has submitted memos to LCAR with the proposed changes (see below). The proposed changes make it less onerous for child care providers while still protecting the health and safety of children according to best practice standards.

Final Proposed Rules & Division Response to Public Comment

The division has asked the Legislative Committee on Administrative Rules (LCAR) for additional time to file the final adopted rule. The Committee will hear the request for additional time on March 24th, the hearings on the final proposed rules are projected to be on March 31st and April 7th.
