As part of a goal described in Vermont’s Child Care and Development Fund (CCDF) State Plan, the Child Development Division (CDD) is working to transform the professional development delivery system for early childhood and afterschool professionals. The goal of this transformation is to apply what is known about best practice in adult learning and professional development in early childhood to provide a well-coordinated, consistent and comprehensive system of affordable, regionally accessible professional development opportunities that effectively supports early childhood and afterschool professionals in meeting personal learning goals and accessing the core training required in child care licensing standards.
Transforming the Vermont Early Childhood Professional Development System - Sub-recipient Grant Competition and Review Process

November 2015 - CDD discusses proposal to transform VT Early Childhood Professional Development System utilizing a competitive process with Vermont Association of Resource and Referral Agencies (VACCRRA) Executive Committee
January 2016 -CDD discusses proposal to transform VT Early Childhood Professional Development System utilizing a competitive process with Building Bright Futures Professional Preparation and Development Committee.
CDD releases draft of CCDF State Plan that includes the goal statement to transform the professional development delivery system funded by CCDF by January 2017.
CDD holds public hearings via webinar and in person regarding CCDF State Plan.
February 2016 - CDD convenes an ad hoc stakeholder workgroup with an outside facilitator to examine research into best practice and make recommendations regarding essential and desired elements of an effective delivery system in Vermont. Group meets 4 times in March and April.
May 2016 - Recommendations from workgroup are received.
June 2016 - CDD reviews state reports and national research as well as the recommendations of the workgroups and develops the Initial Application for Transforming Vermont’s Early Childhood Professional Development System.
July 7, 2016 - On-line application and detailed information on the Initial Application for Transforming Vermont’s Early Childhood Professional Development System is posted.
July 15, 2016 - CDD hosts informational webinar to review the Initial Application and the competitive process and timeline and responds to questions from potential applicants.
August 5, 2016 - Deadline to submit additional questions. 6 questions were received.
August 11, 2015 - Responses to questions posted on CDD website.
October 3, 2016 - Deadline to submit applications. One application was received.
October 2016 - CDD staff who are not on Review Team review application for completeness and request additional information from the applicant as needed.
Prior to viewing application, Review Team (8 members from CDD, VDH, and AOE) meet to discuss scoring rubric to assure consistent interpretation and agree on minimum acceptable scores in each section of the rubric. CDD staff contact any reviewers unable to make the meeting to be sure all reviewers have the same information. The decision was made to use consensus rather than averaging to reach final scoring decisions.
The Permanent Fund application is delivered with instructions and relevant application materials to all reviewers for independent review.
October 21, 2016 - 6 of 8 reviewers on the Review Team meet, discuss applicant responses to each section of the application, determine consensus scores for each section and record comments. After the meeting, CDD staff follow up with absent reviewers to confirm their agreement with consensus scores and outcome.
The Review Team unanimously agrees to reject the Permanent Fund application as not responsive to the selection criteria established for a successful application determining that it does not incorporate the required components and elements of a transformed system as described in the application instructions.
October 2016 - CDD confirms with legal staff that, as specified in the Application for Initial Funding, when the competition results in no responsive applications CDD has the right to select a Grantee able to meet the requirements identified in the Application for Initial Funding.
CDD staff meet with national PD consultant to discuss a framework that incorporates the required components and elements of a transformed system in accord with the selection criteria identified in the Initial Application. Alternatives to identify a Grantee and achieve the Transformation goal established in Vermont’s CCDF State Plan are proposed.
October 31, 2016 - The Permanent Fund is informed that the application has been rejected as non-responsive and allowed time to communicate with identified partners about the results. They are offered an opportunity to meet with CDD staff to discuss the results.
November 2, 2016 - A public announcement regarding the results of the competition is distributed and posted in the CDD website.
November 14, 2016 - CDD staff meet with Permanent Fund and partners to share results of application review.
