About CDD Challenges for Change

The Agency of Human Services (AHS) submitted a Challenges for Change proposal related to community–based child development services that described three separate strategies to integrate services supported by the Child Development Division (CDD) of the Department for Children and Families (DCF) with an overarching goal of streamlining and improving services for children, families and child care providers while containing or reducing costs..

The three original strategies proposed were:

  1. Consolidate CDD administered child development services for families and children in each AHS region through a single community partner contract within each region.
  2. Creation of a centralized call center for child care referral services
  3. Creation of a statewide approach to ensuring a well qualified early childhood and after school workforce and supporting continuous quality improvement in early childhood and afterschool programs.  

This challenge received detailed discussion during the 2010 Vermont legislative session. In the final Challenges for Change legislation, CDD was given the task of engaging critical stakeholders in detailed planning around all three strategies and presenting recommendations to the AHS/DCF leadership and the Legislature by January 15, 2011. Our goal is to take this opportunity to engage community partners, clients and other stakeholders in a transparent participatory process that solicits input into these recommendations.

A Committee appointed by the Vermont Department for Children and Families (DCF) has been working on an analysis of potential models for determining eligibility for the Child Care Financial Assistance Program (CC FAP).
