Afterschool Child Care Program Regulations Effective Date
Dear Afterschool Providers,
Thank you for working with us on the new Afterschool Child Care Program Regulations approved by the Legislature in November 2014. Those rules were approved with an effective date of January 1, 2016.
The week after these regulations were approved in 2014, President Obama signed the Child Care and Development Block Grant Act (CCDBG) of 2014. This federal law has added some increased requirements for regulated afterschool and child care programs, including fingerprinting and orientation training. Based on this information the Child Development Division (CDD) planned to postpone the new Afterschool Child Care Program Regulations effective date until September 2016 in order to incorporate the new federal requirements.
We at CDD have been working for the past year to understand the impact for programs under the new federal law; and how Vermont can implement the new requirements while supporting afterschool and other regulated programs. As our staff worked through this process, our intent was always to delay the effective date of the new Afterschool Regulations. However, within the last couple of weeks the division was informed we are required to implement the new Afterschool regulations on the approved start date of January 1, 2016.
We know that this sudden change in timeline has a significant impact on your programs and we are prepared to partner with you on implementation of the regulations and training of your staff. CDD licensing staff are working diligently on training internal staff and developing a training regimen for afterschool programs that offers a variety of options to increase efficiency and content learning.
- As of January 1, 2016, you can call the Licensor on Duty (LOD) at 1-800-649-2642 option 3, with concerns and questions regarding the new rules.
- On January 5, 2016, CDD is offering two live webinars for program staff: 1:00-2:00pm & 6:30-7:30pm. This session will highlight significant changes; explain how to use and understand the definitions; and to gather additional information on community training needs. - In mid-January 2016, a video tutorial addressing the primary concerns and frequently asked questions (FAQ) from the previous webinar will be available on the CDD website
- CDD will be posting additional training dates in February for in-person 2 hour workshops in various communities.
A copy of the rules will be sent to each afterschool program, are available at the Community Child Care Support Agencies in January, or by calling the division at 1-800-649-2642.
In addition to the above, CDD is requesting afterschool program directors volunteer to participate in mock compliance visits throughout the month of January 2016. The intent of these sessions will be to learn the new rules together, in a real environment. These sessions will NOT be actual compliance visits, and would not result in official licensing determinations. Rather, this is an opportunity for programs and licensing staff to explore the practical implications of the new rules in real time, on site.
